Starbase Range Error

The Starbase Range excludes 6 hexes that should be included in the SB's area of effect. If "N" represents an SB's range, then the hexes counting outward exactly N hexes from each face of the SB hex are NOT included in the SB's area of effect. I find it hard to believe this is "working as designed" since it is highly unintuitive. It would be much more intuitive if you could simply count out N hexes from the SB to check if a hex is within range
