A little problem with custom civilizaitons

This is a declaration of war from one of my custom civilziations. Now, after diplomatic screen was checked, it was confirmed it was a war declaration, but this messenge is not clear about it. All core civilizations have "(We are at war)" written at the end. But there's nothing here and it is confusing if it is a war declaration or just a threat.
