Understanding Map Lines

Hi all, I've been messing around with modding influence in the game. When I turn up the influence fall off rate I start to see this effect. The inner circle is the influence radius, but does anyone know what the outer circle represents? It's too large to be the area of effect. This happens on planets as well, the starbase in the example was just the cleanest example in the game.
