Survey Event "Sleeper Ship" gives constructor, not colony ship

   Version 2.94

   I got an Survey event "Sleeper Ship" with Iconians.  The first choice "Repair the ship and welcome them to our civilization" gives me a Constructor, not a colony ship with a unit of Iconians in it.
