Trying to complete the Manti Cluster Quest

I have the latest build of SuperNova and loving it (though I rarely win). I got this new quest to build the Birthing Pool on "one of our worlds".
On my home world the pool lights up but when I drag it to a location with the Lake icon it will not build. If I go to another world without any lakes, it lights up to be built but won't go anywhere. If I go to a world with lakes, it does not light up and shows a report of "Cannot build: no available tiles" even though I have an available lake tile!!!
How do I complete this???
