Inconsistent bug after applying precursor survey item

When I receive the precursor survey item I build a ship designed for surveying. When the ship appears on the map I go to the vault and apply the precursor item to the ship.

The Flag tag does not show so I save the game, escape to the Main Menu and reenter the game.

The Flag tag now shows but some of my ships have lost the ability to volley which is a bug.

I save the game again, escape and Exit the game. I verify the game files and when I reenter the volley ability is back.

I have repeated this over my last 5 or so games. It always happens but not every ship losses the volley ability.

Sending a save game seems meaningless because you will have a verified game so you will not see the bug.
