Custom Leader Picture on Governors Screen

I reinstalled galactic civilization 4.

After I downloaded my cloud saved game file the leader picture on the governor screen is blank. But my leaders picture appears on other screens. 

I think the game does not save my leaders picture for the governor screen to the cloud save game file.
