2.6 Ability Ravenous not working for self created civ

Version: 2.6 without any DLC
Details: The ability ravenous change the buildings for a civ like work hive or the mother hive. Those buildings do net add the bonus to social skills, diligence, intelligence.
How to reproduce: Create a civ with ravenous (Festron Hunt is working fine), check the social skills, diligence, intelligence values of one citizens build work hive or mother hive and buy or wait until it is build. No Bonus at all.
