Custom Civ and Game Setup

Now that version 2.4.578621 has been the Insider's Edition for awhile, I thought it would be a good time to make a series of posts that show some of the things that I believe still need some work.  I have posted some of these issues before but, for completeness, I will be posting them again as I run into them.

I am starting a new game with a custom civilization.  The first 3 screen snapshots below show the settings I chose for my custom civ. on each of the 3 tabs.

The fourth screen snapshot shows the game settings that I chose and the fifth screen snapshot shows the 3 civilizations that I chose to play against.

I will include links to save files in those posts where I think it is of value to give you the ability to recreate the issue.
