Approval Factors Explanation Suggestion Under 2.4.578621

When you hover over the lower-lefthand part of a citizen, you get a popup like the one shown below that shows the factors that go into the Approval number.  You can also hold down the Shift key to lock the popup in place so that you can move your cursor over each of the items in the popup.  However, there is no additional information available via a hover popup that would be helpful to the player in determining what he can to do improve a citizens approval.

Specifically, every one of my citizens in every one of my core worlds shows "The Grammar Enforcer -10%" and "Observation Post -20%", but moving your cursor over these items does not tell you where those items are coming from.  As a result, every one of my citizens is saddled with a total of -30% and the game does not give me any information about what I need to do to correct this.

For example, if "The Grammar Enforcer" is a trait of a leader, who and where is that leader?  Is he on a planet, or on a command ship, or working as a diplomat, or somewhere else? I have no idea where the "Observation Post" is coming from so a hover popup when I move my cursor over that line explaining where that is coming from would be very helpful.
