2.3 Insider Cultural Trait "Censorship" not working

I've reported this before, but Cultural Trait "Censorship" is still not working correctly.  Factions are supposed to have no negative side effects, but as you can see "Endless Emporium" and "Freemind Center" still have negative effects for my custom Civ.
