Shared belief bug

So, the 2nd perk in collectivism tree "shared belief" is supposed to increase population cap on core worlds by 2. I picked it having 2 core worlds (homeworld + 1 another). On a homeworld it seemingly increased population cap from 13 to 15, but on another coreworld it didn't. In both cases this perk is missing from description. Here are the screenshots:
