Fleet Zone of Control

Why is there no 'zone of control' for fleets, or have I just not progressed far enough along in the tech tree to unlock something of the such? It's frustrating to watch an enemy fleet zip right between two fleets to get to a starbase and take it out. If I'm within one hex of an enemy fleet, he shouldn't be able to fly away without me getting an attack of opportunity on him as he leaves my zone of control. If there isn't one, there would be nice to have techs that unlock & then grow the 'zone of control' your fleets have. Without the star lanes that other games have, it's very hard to position fleets in spots where they can blockade of enemy fleets from getting to far into your zone. Not to mention the number of times I've watched enemy fleets fly through other factions air space.
