Trade Research Not Transferring

Hello all,

I am nearing the end of my first game about 300 turns in and I ran into something. I continuously try to trade technology with the AI for "Galactic Propaganda Campaigns" and I do not seem to be getting it. I tried multiple different civs and they do accept the trade, but for whatever reason I don not receive it. Any ideas on why?
