Mining Starbase Support Field

We used to be able to strategically place starbase so that when activating the support field it would reach multiple resources just outside the normal range. Now, one has to choose the type of starbase first thus losing that ability. Can you bring back the ability to set a raw starbase, set the support field, then choose the type of starbase?
