Secret Police Issue Under 1.89.498248

I think there may be an issue with the Secret Police policy.  It looks like it removes ALL crime, not just the -50% it says it will do.

The screen snapshot on the left is what the Crime column of the Core Worlds tab on the Data Bank screen looked like before I applied the Secret Police policy and the screen snapshot on the right shows what it looks like after applying the policy.
