1.89.498248 Insider Leader stats gone berserk

Not sure if this is a bug, but I've never seen anything like this.  All my leader stats suddenly increased dramatically.  That's all leaders, one's I've assigned, those in my unassigned pool, and the ones for hire.  They're really flowing thru to game too - see the commanders screen below.  The only thing different  I've done is access the new "Singularity" culture trait under "Progressivism".  The wording is a bit vague, but doesn't seem to imply anything this big.  This is just a tad OP and too easy to get (turn 181) if it's real.
