Starbases don't always grab resources within their area of control

As the title says. This only seems to happen when you have a resource outside of the AoC, but then add a module to the starbase to increase it's range. This same game I had one starbase which updated correctly after 1 turn. The other one, near my homeworld never updated.

Notice there is 1 Promethium, and 2 Thulium within the AoC of the starbase.

 

This is the report from the starbase, which it only shows 1 Thulium.
