Planets that "eat" population and never increase above 1 population

I have been playing GC4 Supernova Insider Edition.
In every game I have had at least 1 planet that would not add population even if I built a population point or delivered a colony ship.
In my current game, I have encountered about 5 of these bugged planets.
I have a save game but I do not know how to upload that file.
