1.60.417998 Assigning sponsor to shipyard not working

Not sure when this feature got added, but I have a shipyard that flipped to me when I conquered the planet that was it's sponsor.  The planet reverted to a colony and the shipyard lost its sponsor.  That planet should never have been a core world, Torians made a useless Corrosive world their home, but there was another world in the system that was worth making a core world.  I hadn't decommissioned the shipyard yet and I noticed that the red bars now said sponsor instead of construct ship.  However when I left click to open this, I get a sponsor screen with no available planets.  Maybe this feature isn't ready for prime time since I don't remember it being listed on any change log.
