Packet Ship Issue Under 1.55.376713.1

There are 2 types of ships named "Packet". The first screen snapshot shows the description of the first one and the second screen snapshot shows the description of the second one.
Another issue here is that the second "Packet" ship is a Cruiser Hull size ship, but I have not researched that yet. Why is it available? Because I researched Siege Class ships?
