Galactic Bazaar Under 1.55.376713.1

I am only on turn 5 as the Yor under 1.55.376713.1 and I just noticed that the Galactic Bazaar is open and available without appointing a Minister of Finance.  Is this an intentional change or a bug?  Personally, I have no problem with making it immediately available or leaving it the way it was.  I am just posting this in case it is a bug.
