Supernova Bad event description in tooltip

Increasing Cultural Awareness by 1 or 2 makes no sense in Supernova since the Awareness level can only increase by actually selecting an Ideology with culture points.  Does this add i or 2 Culture Points?

Bottom screen shot is a double, it says it also gives a +1 to the Trait discount, but the discounts are stated as a %.
