Citizen Count Issue

The screen snapshot below shows that my planet can hold a maximum of 8 citizens and that I supposedly already have 7. However, I can only see 4 citizens (which I believe is correct). Is there some new mechanic I am unaware of or is this a bug?
OK, while I was taking screen snapshots I figured-out what is going on. I left the planet view then re-entered the planet view and 3 new Baratak citizens appeared (screen snapshot below). It turns out that the planet had just completed building the Infinite Gardens which grants 3 Baratak citizens. Apparently, the count updated, but the list of citizens was not updated at the same time.
I recommend that you synchronize the code to update the list of citizens at the same time that you update the count.
