Supernova 1.51 Civ placement

There is something odd going on with civilization placement on map generation.

Here are my options for the game

There are 18 civs in total and around 8 were placed in the same sector, you would think with the Distant option there would be more breathing room.

 

Selecting the Far option seems to have put me alone in a sector.
