Supernova 1.51 generating Planets

I think there may be a problem with the planet generating algorithm -
1. Galaxy - Gigantic, # Sectors - many, Habitable Planets - common, Extreme Planets - common
2. Galaxy - Gigantic, # Sectors - many, Habitable Planets - Abundant, Extreme Planets - Abundant
Even if #1 on has 50% of it's stars with good planets and #2 has 90% this just seems inverted to me.
