Crowded sectors

There's a problem with the initial population in sectors. In most combinations of galaxy size/number of sectors/homeworld distance, the sector where the player starts is crowded with most of the AIs present in the game, leading to a very cramped game. For example, in a medium galaxy-5 sectors-distant setting with 21 players, 16 (including the player) will start in the player's sector, meaning 5 lucky ones are dispersed in the other 4 sectors. With about 70 stars in the sector, this means there are 4-5 stars per player, which doesn't seem enough for an initial expansion and usually results in colliding with AI players right away (the next solar system usually). I think players should be evenly distributed, so in the example above there should be only 4-5 players per sector.
The only way to avoid this is by setting larger than small galaxy, more than 2 sectors, and FAR distance. This results in the player being all alone in their sector. Which isn't ideal either.
Or perhaps this is by design? It is meant that the human player start in an overcrowded sector?
