Bonuses When Colonizing a Planet

The first screen snapshot below shows the options I was given after I colonized a new planet along with a description of one of the options. I understand the first item (free Beam Magnification Array), but I do not understand the second and third items. What does "Opportunity Cultural Awareness increases to 5" mean and what does "+1 Opportunity Ideology Trait Choice" mean?
The second screen snapshot shows my Opportunity Ideology AFTER selecting the third option shown in the first screen snapshot. It shows that I cannot even select the first trait in the Opportunity Ideology tree. If I was supposed to get "+1 Opportunity Ideology Trait Choice" why can't I select even the first trait in the Opportunity Ideology tree?
I also do not see anything in the second screen snapshot showing "Opportunity Cultural Awareness" so that I can verify that it actually did increase to 5.
Is this a bug or is it just bad communication about what the benefits are for the options shown when you colonize a new planet?
