Don't Understand Kinetic Power Calculation

I am now playing as the Altarians and went to war against the Krynn. When I looked at the ships they had I noticed a discrepancy in the calculation of the power of the Kinetic weapons. In the upper right-hand corner of the screen snapshot below, you can see that their ship has four Railguns with each Railgun having a power of 4. This should give the ship a total Kinetic power of 16 (4 x 4 = 16), but in the upper left-hand corner of the screen snapshot it shows the total Kinetic power of the ship is 28.
How is the Kinetic power of the ship calculated to arrive at 28?
