Black Holes

I started a new game under 1.10_RC with the settings shown in the first screen snapshot below. Note that the "Black Holes" slider is set to "None". The second screen snapshot shows that I have discovered a Black Hole in my home sector on turn 35. Does the word "None" not really mean "None"?
