Upgrading a ship?

Hello!

I have been finding it hard to find answers on anything as a new player to the GalCiv series, but usually after enough digging I find the answer and it seems obvious. Except these couple I cannot figure out.

 

Question 1 - When I research new ship improvements (like new kinetic weapons or something), do all my existing ships with kinetic weapons get that upgrade automatically? I assume not, leading to question 2.

Question 2 - How do I upgrade my ships? I can see some ships like the Ranger get a mark 3, 4 and such but I haven't figured out short of decommissioning my whole fleet how to move ships ahead. Any pointers?
