Can you give us intelligence and number of species within a range or pick list at setup time?

I'd like to be able to select random intelligence within a range like EASY to BRIGHT.   I'd also like to pick a random number of species within a range like 2 to 4 other species instead of a set number.   Realistically, you wouldn't know how many alien races are out there, how good they were, or what kind of aliens there were.   That doesn't mean I want to have to play against GODLIKE random races though.
