Negative Tourism Doesn't Really Make Sense

I noticed that one of my planets had negative tourism due to the Governor's negative trait; however, does this really make sense for tourism to be able to go negative and impact income? What is negative tourism supposed to represent anyways in the context of this setting (Gal Civ)?
In my mind Tourism should simply be capped at 0 as the floor.
