Drive System Optimization Does Not Appear To Be Working Right

I am near the end of a game (month 316) and I have researched Drive System Optimization a number of times but, after the first time, it does not appear to be working. The first screen snapshot below shows:
- I am at the end of month 316
- I am researching Drive System Optimization
- One of my fleets has 14 moves per month
The second screen snapshot shows that I have completed the research for Drive System Optimization
The third screen snapshot shows that the moves for the fleet has increased to 16.
However, the fourth screen snapshot shows that on month 318 the moves for the fleet has gone back down to 14!
Why???
