Ability to rotate map and ships in designer lost about mid game.

Greetings Gal civers,
I have a razor death adder. I have updated drivers and use razors calibration tool. In gal civ I can use the middle mouse wheel to rotate both the galaxy map and the ships I create in the designer. This is critical to gameplay as I need to add items UNDER ships and need this feature to rotate in any direction to get to these areas. I can always use this feature in early game. Right now I am at turn 144 and it is completely lost.
Has anyone else had this issue and if they had a resolution Id love to hear it. I am not sure what the cause is. Input? Drivers? I suspect that there is so much 'going on' mid/late game that the device just gives up but that does not explain the rest of the mouse working fine.
