Clicking through to recruit selection

When you are on the the galaxy screen you click through it to the recruit screen, preventing you from highlighting or clicking on anything that is over the recruit card's placement on that screen. This becomes an issue when trying to place a recruit on certain tasks, such as diplomacy, if another recruit's card is on the recruitment screen. The only fix is to constantly buy new recruits.
