What Is This Screen?

I am on turn 263 and have eliminated all but 2 AI factions. At the beginning of a turn, after seeing the usual message about saving, I got the following screen. After about 5 minutes, I hit the ESC key with no effect. I then hit the ESC key repeatedly and suddenly this screen disappeared, and I was back able to play the game. Does anybody know what this screen is supposed to be?
