feature request - Set Fleet Rallypoints

Case:

• Ships may be spread out across the universe and it would be beneficial to be able to set a waypoint for ships to gather at.

Enhancement:

• Shipyards already have a waypoint function, extend this functionality by adding a 'create waypoint button', possibly in the upper right mini action menu
