Missing Fleet?

Problem: Fleet is visible on the main screen UI, but is not listed in the Fleets mini view
Unless I'm misunderstanding something or not reading this correctly, it appears one of my fleets is missing from the Fleets min view. Save file here for review.
UPDATE:
Not sure when it happened, but I checked a couple turns later and the fleet showed up in the Fleets mini view
