V0.7 Diversity -Inviting: Does not produce 3 citizens

Hi All,

Really enjoying the v0.7 test version so far.  It runs slow on my Microsoft Surface pro (Intel(R) Core(TM) i5-7300U CPU @ 2.60GHz   2.71 GHz 8 GB RAM).

 

So far it has been difficult to colonize new worlds and build starbases since I can't produce enough citizens (20-30 turns in).  It's also having the unintended side effect of lower growth because citizens modify growth by +5%.  

 

At any rate I came here to say the "Diversity -Inviting" culture trait when unlocked did not provide me with 3 foreign citizens which was dissapointing.  Unless there is something else I needed to do to get them?

I can fish around for the save file if it is helpful.  Let me know.
