Getting Stuck Going To New Turn in 0.70

I have gotten stuck twice when moving to a new turn.  The symptoms are:

• I have clicked on the icon to move to the next turn and all of the AI's have taken their turn.
• I can scroll and zoom and click on ships and planets - all of that activity works
• When I hit the Esc key I get the menu, but the "Save Game" and "Load Game" buttons are disabled and when I hover over one of those 2 keys I get the message that says "Please wait until your turn." (see the screen snapshot below)
• In the lower right-hand corner it says "Starting New Week", but it never progresses.

I would send you a save file, but  cannot save!  I have to quit the game, restart the game and load the last automatic save.
