Free Ideology (sometimes)

There are times when I am looking at ideology, while a turn is going by. Just looking things over. I noticed that, if I click on a choice, and no pop-up occurs, I can go through and pick any ideology I want (that I have current access to) and when I close the window, some pop-up had been in the way.
So I can click on "Yes I want this Ideology Choice" for every hidden popup, and get them all, even though I had a single culture point.
