Question about fireing a govenor

I was playing around some with creating core world and see the differences between them when I notice something strange.
When I fire a govoner from a core world it becomes a colony again but with bonuses I build up while it was a core world. Even things like shipyards are still there and usable. Is this intended? In that case it definitly worth making even crappy world core worlds for a while just to upgrade them.
