Citizen Trait: Arcean Soldier Job Increases Expectations, Not Approval

Details: Arcean Citizen text description reads, "...Arcean soldiers gain additional Approval..." but instead, changing a pop to the soldier job causes it's expectations to increase by 5, which instead ends up decreasing the approval of that pop.

How to reproduce: 

1. Start a new game as Arcean Republic
2. Unlock the soldier role through the appropriate tech
3. Select a pop and note its approval and expectations via tooltips.
4. Change the pop's role to Soldier.
5. Note the lowered approval and increased expectations of said pop.
