What Does The "Class" of a World Really Mean?

I always thought that the class of a world meant that that was how many tiles could be developed, including the colony capital. So, for a world that is listed as class 3 should have a colony capital plus 2 other tiles that can be developed. However, I just assigned a Governor to a class 3 world (I know that sounds stupid, but I have a lot of class 1, 2, and 3 worlds in this area so I decided to make one a core world) and when I went in to manage it, I found that it only had a colony capital and no tiles that could be developed (see screen snapshot below). What am I missing?
