Bug (feature?) Using "Persuade" While Trading With Another Civilization

There appears to be a way to trade for whatever you want from another civilization for only 10 credits using the new "Persuade" feature.

 

Steps to recreate:

1. Click on the "Diplomacy" icon at the bottom of the screen.
2. Choose another civilization that you haven't traded with recently.
3. Click on the "Trade" button in the lower-left corner of the screen.
   1. Verify that the "Persuade" button is enabled (it will be disabled if you have used it recently).
4. Do not offer anything, but request as many Strategic Resources and Techs as you want from the other civilization.
5. Click on the "Persuade" button.
   1. The other civilization will still say "I'm not interested in that deal."
6. Offer 10 credits.
   1. The other civilization will now say "I think this is a fair trade."
7. Click on the "Accept" button and the trade is complete!
