Adept Ideology not working?

I am playing the Alpha I got through Epic store. I bought the Adept Ideology, gain two addition tiles on every colony. Only, I did not receive any. So I think its broken or I am missing something?
A sub question is, does this only work on current colonies or future colonies as well?
