Food production question

Not exactly sure how food production works. My people are starving and I'm not sure how much food I need to produce to make them happy.
I have a core world with 12 citizens, and 4 colonies attached with a total 15 citizens between them. So all totaled I have 27 citizens I have a input of 14 food, and output of 43 food yet they are all starving?
How much food do 27 citizens need looking I thought it should be 27 food.
It would be helpful if hovering over the food output in your core worlds that it would state how much food is being consumed by your core world and colonies citizens . Also the number of citizens on a world should be visible on the galaxy map badge that's over the world when you scroll out.
Great game btw having loads of fun keep it up.
