While playing as new Terran Alliance with Technocratic government I have menaged to get all leaders to cost 0.

I suspect it is because of Inpired cost reduction combined with Loyalty Engineer getting all the stat boosts from Inidivdualist culture tree, especially Individual Divinity. Is it supposed to be that way, because this feels like something overpowered even more than the God Machine, and easier to get (and, in fact, it powers the Singularity immensely)?
